Letterboxd gave us a nice parameter here: the best movies ever made with budgets less than $1 million. For movies made before, say, 1960, I'm going only include any movies I find that were great and made without a ton of studio involvement.
I also calculated the budget costs to for inflation to further narrow my list here. I did not include any film for which I could find no evidence of budget one way or the other. Other than that, I ranked these films based on my own personal preference.

That being said, The Room, Plan 9 From Outer Space, Birdemic: Shock And Terror, Troll 2, Fateful Findings, Manos: The Hands Of Fate, and The Pumaman are probably my favorites for that particular category. But, man. I love good-bad movies so so much....
